Bulk of the material concerns the Southern Christian Leadership Conference, of which Tilley was executive secretary (1958) and an unsuccessful suit to end racial segregation in the airport facilities in Montgomery, Ala. Other papers reflect Tilley's activities in the NAACP, United Baptist Missionary Convention of Maryland as State director of Christian Education, treasurer of the Citizens Committee for Civil Rights Legislation, and co-chairman of the executive board of the Maryland Fellowship.
